Need for a research institute run by the state Government of Karnataka.

Progress of any society needs inputs from science and technology at all levels. While the Central government's investment in S&T is miniscule that of the state governments is virtually non existent. The state of Karnataka is known for its uneven development on account of several historical factors. It is known that the erstwhile Mysore state took a far sighted step in social investment by the state and emphasis on S&T became a part of this integrated plan of development. Unfortunately, this active role by the different state government is not witnessed in subsequent years apart from the establishment of the State Council for Science and Technology.

There is an urgent need for the state government to establish a S&T institution, devoted to research. One of the mandates of this new institute would be to conduct R&D activities that would take a look at the S&T developmental paradigm for the benefit of the majority of the people of the state. Considering the wide diversity in people's lives, distribution of resources, this new institution would be a hub interdisciplinary scientific activity which apart from the basic questions of S&T would generate new ideas on models of urbanization, industrialization of rural Karnataka and the questions of environment and global warming. The AIPSC 15 resolves to recommend to the state governments of all states and of Karnataka in particular to take steps in the above direction.
